Agenda Item Summary:
Background: The Virginia Board of Education, 8 VAC 20-40-10 et seq., requires each school division to develop and approve a local plan for gifted education. The associated regulations describe the components which must be addressed. These plans undergo a technical review every five years according to a schedule set by the Virginia Department of Education (VDOE). Plans may be revised according to the needs of the division. The most recent ACPS Local Plan for Gifted Education 2012-2017 was approved in June 2012. A full program evaluation was conducted during the 2016-2017 school year. The evaluation report resulted in four commendations and twenty-eight recommendations. During the following year, the TAG Revision Steering Committee (comprised of representatives from twelve stakeholder groups) carefully reviewed each portion of the plan, and provided many suggestions and feedback. Discussions around the evaluation results and service delivery models resulted in a request to provide an opportunity for principals to visit, explore, and learn about other school divisions in Virginia. Specifically, the request was to visit successful elementary push-in models and middle school cluster grouping models. The next steps are outlined in the presentation. A revised plan will be presented at a future School Board meeting for approval.
Recommendation: The Superintendent recommends the School Board review the current status of the Talented and Gifted (TAG) program revision for future discussion regarding possible planning, programmatic, and/or budgetary changes.
