Agenda Item Summary: Minor revisions to School Board regulations were made by the Superintendent on September 7, 2018. These changes are the result of staff recommendations and were made to clarify school division procedures and/or to correct discrepancies. The revisions align with ACPS 2020 Objective 6.2, Continuous Improvement. (Hyperlinks to the current regulations are included for reference.)

Regulation IKFD-R: Credit by Exam for World Language Regulations
This regulation was revised (pgs. 2-3) to reflect that world language proficiency assessment ratings are qualitative, (i.e., Novice 2, Intermediate 1, etc.). As such, it is challenging to determine a fair average when a student’s listening, reading, writing, and speaking scores are not consistent. Other local jurisdictions already using the same proficiency assessments that ACPS now offers have found that using the lowest rating out of all four components most accurately reflects the number of credits that should be awarded.

Regulation JEA-R: Attendance Regulations
This regulation was amended to correct minor discrepancies in the procedures for reporting student absences due to medical illness (pg. 8). This revision aligns with Superintendent’s Administrative Directive No. 13.

Regulation KG-R: Community Use of School Facilities Regulations and Application
The Facility Use Fee Schedule (pg. 11) and the Permit for Use of School Facilities (pg. 12) have been amended to reflect current ACPS practice, and to require that requestors indicate whether the rental is for a political event.
Background: The Code of Virginia § 22.1-253.13:7 and School Board Policy BF require that each local school board shall maintain and follow up-to-date policies, and that all policies shall be reviewed at least every five years and revised as needed. In addition, changes to each policy’s implementing regulations may be made by the Superintendent as needed.
Recommendation: The Superintendent recommends that the School Board review the revised regulations.
