Agenda Item Summary: A total of $2,767,649.05 is requested from Title I, Part A to serve Title I-designated schools: William Ramsay, Cora Kelly, Patrick Henry and John Adams Elementary Schools, as well as Jefferson-Houston PreK-8 School and Francis C. Hammond Middle School. This figure is calculated at 89.82% of the current year funding levels in accordance with predicted reductions indicated in the preliminary allocation calculation for the 2017-2018 school year. The division will seek to maintain current service levels by utilizing available carryover funding from the current year allocation. Title I provides additional funding to schools experiencing the highest concentrations of student poverty. The funds will be primarily used to support additional FTEs for reading and math teachers, coaches and interventionists, extended learning and academic interventions for students, targeted professional learning in areas of data-indicated need, meaningful parental and family engagement, supports for students experiencing homelessness, instructional technology, and supplemental instructional supplies.

A total allocation of $462,020.52 is requested from Title II, Part A. These funds support teacher professional learning including the 1.0 FTE position of the Director of Professional Learning. Funds also support administrators’ implementation of instructional rounds to observe, analyze, and improve teaching and learning. In addition, funds will be used to develop and implement a “Grow Your Own” teacher program and provide educators tuition assistance. The goals of these programs are to build the capacity of all members of the school community, provide dual certification in the areas EL and Special Education, and to move paraprofessionals towards certified teaching positions. These programs will help to build stability in the teaching staff by developing talent from within instead of looking outward for new teachers, especially in critical areas. Working with Learning Forward on Instructional Coaching and Professional Learning Communities with each of our school leadership team is part of the additional funds. This funding also includes the private school set-aside of $55,954.75 for equitable services required by Title II, Part A (ESEA Section 9503 and Title IX, Uniform Provisions, Part E, Subpart 1).

A total of $476,202.7 is requested to support Title III, Part A. These funds will support professional learning to assist teachers in ensuring English language proficiency development and academic achievement for English learner students. The professional learning is focused on strategies to increase language acquisition and to integrate language and content in instruction. In addition, the funds will support English learner and immigrant family and community outreach through two parent resource positions, long-term English learner students at the high school level through a secondary language acquisition specialist and supplemental literacy materials for EL students that will enhance access to the general education curriculum.
Background: Alexandria City Public Schools (ACPS) is entitled under the Elementary and Secondary Education Act to secure grants available through Title I, Part A; Title II, Part A; and Title III, Part A. The applications are submitted to the Virginia Department of Education (VDOE) to secure funds. Applications are due July 1, 2017.
Recommendation: The Superintendent recommends that the School Board approve the Title I, Part A; Title II, Part A; and Title III, Part A applications for School Year 2017-18.
